Insuring international work

​Are you employed on a vessel registered under the flag of another EU/EEA country?

 

According to the primary rule, seafarers are insured for pension in the EU/EEA country under whose flag the vessel is sailing. 

If your domicile and that of your employer are located in the same EU/EEA country, but you are working on a vessel registered under the flag of another EU/EEA country, you will be insured in accordance with the pension legislation of your country of residence.

If you are temporarily sent to work on a vessel carrying the flag of another EU/EEA country, you will be insured for pension according to the legislation of your country of origin. If, therefore, a Finnish employer temporarily sends you to work on a vessel carrying the flag of another EU/EEA country, you will be insured in accordance with MEL. The temporary work can last a maximum of two 12-month periods and your employment relationship with the sending employer must remain.

In order for these special regulations to be applicable to you, you will need the A1 certificate of the Finnish Centre for Pensions, proving that you are covered by the Finnish social security.

Are you employed or have you been employed in two different EU/EEA countries at the same time?

If you are regularly working on vessels operating under two different flags of are working as an employee or an entrepreneur in Finland or other country in addition to your seafaring employment, contact the Finnish Centre for Pensions.

If, for instance, you have worked on a vessel under the flag of Sweden while working on land in Finland, you may have previously been insured in both countries. In 2010 and 2012, EU regulations were changed so that insuring an employee in two countries is no longer possible. If your work situation is still the same as before the changes became valid, the transition regulations may be applied to you. In any case, contact the Finnish Centre for Pensions to find out about your situation and organise your insurance properly.
